The Governor and the leaders of the Legislature have agreed to a merit-based process for the selection of the Comptroller for the State of New York which will ensure the appointment of a highly qualified individual. First, a three member Independent Screening Panel, consisting of former New York City Comptroller Harrison J. Goldin and former New York State Comptrollers H. Carl McCall and Edward V. Regan, will join the public interview process convened by the Legislative Fiscal Committees. This televised joint interview process will provide an open and public forum during which candidates for the position of New York State Comptroller will have the opportunity to present their qualifications and engage in an exchange with Members of the Fiscal Committees and Screening Panel. After the interview process, the members of the Screening Panel will submit five candidates to the Legislature for their consideration. The Legislature, who has the ultimate responsibility for the selection of the Comptroller, will then in a joint session of the Legislature select the new Comptroller for the four year term. Persons wishing to be interviewed by the Fiscal Committees and Independent Screening Panel must:
