| Agency Mission The Environmental Facilities Corporation (EFC) is responsible for helping local governments, State agencies and private industry comply with State and Federal environmental laws and regulations. EFC provides assistance in the design, construction, operation and financing of air pollution control, drinking water and waste water treatment, and solid and hazardous waste disposal facilities. Historically, the Corporation's largest program has been the Water Pollution Control State Revolving Loan Fund, which provides low-interest loans to municipalities to construct water pollution control facilities. Under legislation enacted by Congress in 1996, as well as the 1996 Clean Water/Clean Air Bond Act, the EFC in conjunction with the State Department of Health, administers the Safe Drinking Water State Revolving Loan Fund. Year-to-Year Change The Executive proposes a Special Revenue-Other increase of $606,000 and a Capital Projects Fund increase of $6,250,000 for State Fiscal Yearl (SFY) 2001-02. Legislative Changes
