Agency Mission
The Department of Mental Hygiene (DMH) is comprised of three agencies: the
Office of Mental Health (OMH), the Office of Mental Retardation and Developmental
Disabilities (OMRDD) and the Office of Alcoholism and Substance Abuse Services
(OASAS). The three agencies receive patient revenue in payment for providing
services to clients in State operated facilities; payment is primarily in the
form of Medicaid, Medicare and third party insurance which is deposited in a
special revenue Patient Income Account (PIA). Funds are disbursed from the
PIA for two purposes: first, to pay the debt service on outstanding mental
hygiene bonds and second, as an offset to (replacement for) General Fund
appropriations to pay for patient care.
When bonds are refinanced at a lower interest rate, less PIA revenue is
needed for semi-annual debt service payments. This appropriation allows
distribution of PIA revenues not needed for debt service to the three mental
hygiene agencies to pay for patient services.
Year-to-Year Change
The Executive proposes an All Funds appropriation of $17,200,000. an
increase of $17,200,000, or 100 percent.
Legislative Proposals
The Assembly makes no changes to the Executive's proposal.
