 FEE PROPOSALS 
		The Assembly rejects the Executive's proposals to increase the 
		following fees:
		 
		Department of Environmental Conservation

				| Hunting and Fishing Licenses | $5.3 Million |  
				| Increase fees for resident and non-resident hunting and fishing 
				licenses by 25 percent on average.

				| Pesticide Fees
 | $2.4 Million

				| Increase pesticide applicator and other pesticide-related fees.
 |  
				| Fees for Bulk Petroleum Storage	$1.3 Million
 |  
				| Double the current registration fees on petroleum bulk storage.

		| Department of Motor Vehicles

				| New Regional License Plates | $0.5 Million |  
				| Impose a fee on new regional license plates which showcase 
				scenic regions of the State, such as Long Island or the 
				Adirondacks.  These plates will have a one-time cost of $10 
				per plate.

				| Various Regulatory Fees | $2.6 Million |  
				| Increase license fees for a number of occupations regulated 
				by the Department of State.  The occupations include 
				barbers, non-barbershop stylist, notaries public, security 
				guards, appraisers, real estate brokers or salespersons, 
				private investigator, watch, guard and patrol agency.

				| Lake George Park Commission Fees | $0.3 Million |  
				| Increase boat and dock fees on Lake George.  The current 
				fees structure, set in 1987 to support the Commission is 
				inadequate.

		| Parks, Recreation and Historic Preservation

				| Boat Registration Fees | $0.7 Million |  
				| Double boat registration fees.  Current triennial fees range 
				from $9 to $30.  This proposal would increase fees from $18 
				to $60.

				| Snowmobile Registration Fees | $1.0 Million |  
				| Increase snowmobile registration fees by $10 to $25 for 
				residents, and $35 for non-residents.

		| The Assembly rejects the Executive's proposals to decrease the 
		following fees:

		| State Education Department 		
		 | 
	
		| 
			
				| Professional Fee Rebates | $5.0 Million |  
				| Rebate approximately 30 percent if the license renewal fee 
				for eligible professionals as licenses come due for renewal 
				(once over the next three years).  The total rebate will 
				amount to $15 million, over the next three years.

		| The Assembly accepts the Executive's proposals to increase or extend 
		the following fees or revenue enhancements with some modifications:

				| Mandatory Surcharges | $25.0 Million |  
				| Extend for one year the provisions pertaining to the payment 
				of mandatory surcharges and the crime victim assistance fee 
				pursuant to sections 1809 of the Vehicle and Traffic Law 
				(traffic infractions) and 1809-a (parking, stopping and 
				standing violations in cities having a population of one 
				hundred thousand or more).  The Executive proposed a 
				permanent extension.

				| Impose a surcharge on generators of 15 or more tons of 
				hazardous waste.

				| Support the adoption of a revised Article 9 (Secured 
				Transactions) of the Uniform Commercial Code and 
				corresponding fee changes following a review of the 
				recommendations of the New York Law Revision Commission.
