Budget Highlights

The Division of Probation and Correctional Alternatives (DPCA) provides financial aid and technical assistance to local probation departments and not-for-profit organizations that provide alternate sanctions for offenders.

This is agency is included in the Public Protection and General Government bill.

State Operations

The Executive proposes and All Funds State Operations appropriation of $2,153,000, reflecting a decrease of $187,000 from State Fiscal Year (SFY) 2002-03. The decrease is attributed to management efficiencies and a reduction of discretionary non-personal service spending.

Aid To Localities

The Executive proposes a General Fund Aid To Localities appropriation of $71,979,000, a decrease of $15,556,000 from SFY 2002-2003. This decrease is the result of the Governor's proposal to merge Probation Aid and Alternatives to Incarceration (ATI) funding streams into a new "Community Corrections Block Grant", that would be allocated directly to localities in lump sums. By this action, the Governor notwithstands current Executive Law which provides for State reimbursement to localities for the provision of State-mandated probation services and Executive Law which provides for state funding for Alternative to Incarceration programs administered through statutorily mandated local criminal justice advisory boards. In this new block grant proposal, the Governor reduces State support to local probation department and ATI programs by 15 percent.

Article VII

The Executive proposes legislation that would extend provisions of the Classification/Alternatives to Incarceration law.
