Budget Highlights

The Department of Civil Service (DCS) is the central personnel agency for New York State government. The Department also provides testing and other support services to local governments.

The DCS is included in the Public Protection and General Government appropriation bill.

State Operations

The Executive requests an All Funds appropriation of $51,353,000, a net increase of $37,000 from State Fiscal Year (SFY) 2003-04. There are decreases in personal services attributable to attrition of 4 Full Time Equivalents (FTE) positions and $500,000 because of the elimination of the Metropolitan Computer Training Initiative, a training program for CSEA members.

There is a General Fund appropriation of $23,212,000, an increase of $1,484,000 above SFY 2003-04. The increase reflects costs associated with the relocation of the Department to the Alfred E. Smith Building scheduled for the summer of 2005.

A Contingency Fund appropriation of $6,500,000 is included in the All Funds total.

Article VII

The Executive proposes legislation that will clarify the authority of the Department of Civil Service regarding the administration of the Employee Health Insurance Fund. This Fund was established in 1956 to account for payments in support of health insurance benefits provided to active and retired employees of the State and other employers. Although the appropriation for this Fund is in General State Charges, the Department is responsible for payment to insurers. The Comptroller has requested that the Department’s authority regarding the Fund be clearly defined.
