Budget Highlights |
The Division of Lottery is responsible for administering New York State Lottery games. The Division estimates gross sales of $5,900,000,000 and Net Lottery Receipts of $1,945,400,000 for education in State Fiscal Year (SFY) 2004- 2005. |
This agency is included in the Transportation, Economic Development, and Environmental Conservation appropriation bill. |
State Operations |
The Governor recommends an All Funds appropriation of $123,305,000, an increase of $5,009,000 for SFY 2004-05. By law, no more than 15 percent of gross lottery sales may be used for administration. |
A Special Revenue-Other Fund increase for fringe benefits, indirect costs and advertising costs accounts for the appropriation increase. |
The Governor recommends a Special Revenue Other appropriation of $17,200,000 for the Administration of the Video Lottery Terminal (VLT) Program. In the prior fiscal year, these activities were appropriated in the Statewide Gaming Program, which the Executive proposes to eliminate at the end of the SFY 2003-04. |
The Governor recommends marketing more than 30 new Instant games during SFY 2004-05, with ticket prices ranging from $1 to $10. |

The Executive recommends legislation to provide permanent authorization for, and to eliminate restrictions on Quick Draw. |
In addition, the Executive recommends legislation to authorize the Division of Lottery to license up to eight new facilities to operate video lottery terminals. |
