Breast Cancer Research and
Education Competition – 2001
NYS Department of Health
The New York State Department of Health, Health Research
Science Board, has announced its 2001 Breast Cancer Research
and Education Competition for Empowerment through Innovative
Research and Education (EMPIRE) grants and Postdoctoral
Fellowship awards. EMPIRE grants provide support for
preliminary testing of novel or high-risk hypotheses or
innovative breast cancer outreach activities. Education/outreach
activities should allow improved decision-making for
consumers (i.e., to determine what works for whom, when and
at what cost).
The Postdoctoral Fellowship awards support the training of
basic or clinical scientists with outstanding potential for
making significant contributions to the battle against breast
cancer. Outcomes of supported activities should benefit
subsequent breast cancer research and education efforts,
public health policy or the continuum of breast cancer care
– from prevention to treatment.
Proposals may address any topic related to breast cancer
causation, prevention, detection, treatment or cure.
Investigative approaches appropriate to the proposal topic
may be undertaken, including, but not limited to: basic,
behavioral, clinical, environmental, epidemiological, or
psychosocial research.
ELIGIBILITY: Any New York State entity capable of supporting
research and providing legal and fiscal oversight is
eligible. Unaffiliated individuals are ineligible. Entities
outside of New York State are eligible through sub-contractual
agreements with New York State entities.
FUNDING: $50,000 in total costs per year for up to two years.

The New York State Energy Research and Development Authority
is accepting applications for its New Construction Program
to design and install energy efficiency into new and
renovated buildings. Under the program, project managers
will work with approved applicants and their design teams to
analyze efficiency opportunities in new or substantially
renovated buildings. Project energy modeling, which gives
estimates of cost premiums and savings from electric
efficiency measures, is available.
The program provides: technical assistance to evaluate and
design energy-efficient options; cash back for installation
of cost-effective electric efficiency measures in new or
renovated buildings; and cash back for energy-efficient
replacement equipment in existing buildings.
ELIGIBILITY: Businesses, state and local governments,
non-profits and private institutions, public and private
schools, colleges and universities, multifamily buildings,
and health care facilities are eligible. Applicants must be
building owners served by one to the following New York
Energy Smartsm participants: Central Hudson, Con Edison,
NYSEG, Niagara Mohawk, or Orange and Rockland.
FUNDING: $14.4 million is available
DEADLINE: Funding is available on a first-come,
first-serve basis through June 30, 2001, or until funds are
fully committed.

Energy Engineering Services Technical Assistance
NYS Energy Research and Development Authority
The New York State Energy Research and Development Authority (NYSERDA),
as administrator of New York Energy $mart programs, is seeking
applications for Energy Feasibility, Energy Operations Management
and Rate Analysis and Aggregation studies. Energy Feasibility
Studies offer technical assistance to identify energy efficiency
improvements as well as guidance with process improvements, waste
minimization opportunities, and improved environmental performance
through capital improvements. Energy Operations Management includes
developing energy operational procedures, energy planning, facility
staff outreach and training programs, and commissioning of existing
systems. Rate Analysis and Aggregation helps electric customers
analyze electric rates, load shapes, and aggregation opportunities
to save money.
ELIGIBILITY: NYSERDA is particularly interested in working
with industrial and commercial facilities, state and local government,
non-profit and private institutions, public and private K-12
schools, colleges and universities, multifamily buildings, and health
care facilities.
Eligible participants are New York State electric distribution system
customers of Central Hudson Gas & Electric Corp., Consolidated
Edison Co. of New York, Inc., New York State Electric and Gas Corp.,
Niagara Mohawk Power Corporation, and Orange and Rockland Utilities,
Inc.
FUNDING: NYSERDA will cost-share up to $50,000 on selected
Technical Assistance Studies.

Youthbuild Grants
U.S. Department of Housing and Urban Development
The United States Department of Housing and Urban Development is
accepting applications for the Youthbuild program, which helps
disadvantaged youth finish high school and obtain job training by
rehabilitating and building housing for low-income and homeless
individuals. Projects must serve very low-income high school dropouts
between the ages of 16 and 24.
ELIGIBILITY: Public and private non-profit agencies, state
and local housing agencies and authorities, state and local
governments and other organizations eligible to provide education
and job training under federal employment training programs are
eligible.
FUNDING: $52.9 million is available.

Health Disparities Grants in Minority Health
U.S. Department of Health and Human Services
The United States Department of Health and Human Services is
accepting applications for fiscal year 2001 Health Disparities
Grants in Minority Health. The purpose of the program is to reduce
health disparities among racial and ethnic populations through local
pilot and small-scale projects which address a demonstrated health
problem or health-related issue.
This program is intended to demonstrate the merit of using local
organizations to develop, implement and conduct pilot or small-scale
community-based projects which address a wide range of health
problems and issues related to health disparities in local minority
communities.
ELIGIBILITY: Applicants must be a private non-profit,
minority or public community-based organization which addresses
health and human services, a Historically Black College or
University, Hispanic Serving Institution, or Tribal College or
University.
FUNDING: About $1 million is expected to be available to
fund between 20 and 30 awards.
DEADLINE: May 21, 2001.

Bilingual/Bicultural
Service Demonstration Program
U.S. Department of Health and Human Services
The United States Department of Health and Human Services is accepting
applications for the Bilingual/Bicultural Service Demonstration Program. The
purpose of the program is to:
- Improve and expand the capacity for linguistic and cultural
competence of health care professionals and paraprofessionals working
with limited-English-proficient (LEP) minority communities; and
- Improve the accessibility and utilization of health care
services among the LEP minority populations.
These grants are intended to demonstrate the merit of programs that
involve partnerships between minority community-based organizations
and health care facilities in a collaborative effort to:
- Address cultural and linguistic barriers to effective health
care service delivery; and
- Increase access to effective health care for LEP minorities
living in the United States.
ELIGIBILITY: Private non-profit, minority or public
community-based organizations which address health and human
services and serve targeted LEP minority communities are eligible.
FUNDING: Approximately $1.25 million is expected to be
available to fund 9 to 15 awards.
DEADLINE: May 18, 2001.

Essential Community Facilities in
Rural Communities
U. S. Department of Agriculture
The United States Department of Agriculture, Rural Housing Service,
has announced the availability of funds through its Community
Facilities grant program. The purpose of the program is to develop
essential community facilities in rural communities with extreme high
unemployment and severe economic depression. Funding is also
available for community planning and implementation related to these
essential community facilities.
Funding is intended to complement rather than compete with other
credit sources.
ELIGIBILITY: Grants are made available to public entities,
such as municipalities, counties, and special-service districts,
as well as to eligible non-profit corporations and tribal
governments.
FUNDING: $47.5 million.
DEADLINE: Applications may be submitted at any time until
funds are exhausted.
