    Even Start Family Literacy Program

    New York State Education Department

    The New York State Education Department requests applications for its Even Start Family Literacy Program. The purpose of this program is to help break the cycle of poverty and illiteracy by improving the educational opportunities of low-income families.
    Unified literacy programs integrate parenting education, early childhood, education, and adult literacy/adult education through collaborative efforts that build on existing community resources. The program helps parents become full partners in the education of their children – assisting them in achieving their full potential.
    ELIGIBILITY: An eligible applicant is a partnership composed of both a local educational agency (school districts or Boards of Cooperative Educational Services (BOCES) and a non-profit community-based organization, an institute of higher education, or a public or private non-profit organization.
    FUNDING: Approximately $20.7 million is available.

    Wired Buildings Grant Program

    Empire State Development

    Empire State Development (ESD) announces funding for its Wired Buildings Grant Program. The program was developed to encourage the rehabilitation and "wiring" of existing, non-Class "A" commercial buildings and business incubators throughout New York where such advanced telecommunications initiatives have not kept pace with the larger metropolitan areas.
    The goal of the program is to provide affordable rental rates for such "wired" space to smaller, Information Technology-based (IT) companies. The "wiring" refers to establishing of high-speed broadband connections to selected building(s) from telecommunications service providers’ points-of-presence (POPs), and the distribution of the "wiring" throughout the building.
    ELIGIBILITY: Municipalities, local government, authorities, developers, commercial building(s), owners, colleges and universities, and non-profit agencies are eligible.
    FUNDING:$2 million has been allocated for matching grants up to $75,000 per project.

    Clean Water/Clean Air Bond Act of 1996, Environmental Protection Act Funds, and Federal Land and Water Conservation Fund

    New York State Office of Parks, Recreation, and Historic Preservation

    The New York State Office of Parks, Recreation, and Historic Preservation announces that organizations with an ownership interest in the property may apply for funds under Tier 3 of the Clean Water/Clean Air Bond Act of 1996 and Title 9 of the Environmental Protection Act of 1993 for the acquisition, development, and improvement of parks, historic properties, and heritage areas. In addition, municipalities may apply for funds under the Federal Land and Water Conservation Fund for acquisition and development of outdoor recreation facilities.
    ELIGIBILITY:Municipalities and non-profit organizations with an ownership interest in parks, historic properties, and heritage areas.
    FUNDING: This is a matching grant program, therefore grant recipients are expected to provide a 50% match.

    Smart Equipment Choices Program

    New York State Energy Research and Development Authority (NYSERDA)

    The New York State Energy Research and Development Authority (NYSERDA) is accepting applications for its Smart Equipment Choices Program. The program seeks to reduce electricity consumption by helping applicants install selected energy efficient measures that exceed the current standards.
    The program accelerates the incorporation of energy-efficient equipment in commercial, agricultural, industrial, institutional, multifamily buildings (5 units or more), and non-building integrated applications. The goal is to reduce the cost and demand of electricity, as well as produce a permanent improvement in "standard" equipment specification.
    ELIGIBILITY:New York electricity distribution customers of: Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc., New York State Electric & Gas Corporation, Niagara Mohawk Power Corporation, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation are eligible.
    FUNDING: $1.5 million is available. The maximum incentive per eligible applicant is $25,000.
    DEADLINE: June 30, 2002.

    New Construction Financial Incentives Program

    New York State Energy Research and Development Authority (NYSERDA)

    The New York State Energy Research and Development Authority (NYSERDA) seeks applications for its New Construction Financial Incentives Program. Under the program, building and leaseholders are able to improve energy efficiency in new or renovated buildings.
    Funding may be used to conduct technical assessments of energy-efficiency measures in building designs and to offset up to 80% of the incremental capital costs to purchase and install energy-efficient equipment in these buildings to reduce electric consumption.
    Funding must be used to install energy efficient equipment in existing buildings or construct new buildings that exceed current energy efficiency standards. The program seeks to accelerate energy efficiency and renewable sources in the design, construction, and operation of buildings – reducing electrical cost and demand in existing facilities.
    ELIGIBILITY: New York electricity distribution customers of: Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc., New York State Electric & Gas Corporation, Niagara Mohawk Power Corporation, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation are eligible.

    Self-Help Homeownership Opportunity Program (SHOP)

    Department of Housing and Urban Development (HUD)

    The Department of Housing and Urban Development (HUD) announces funding for its Self-Help Homeownership Opportunity Program (SHOP). The purpose of the program is to facilitate and encourage innovative homeownership opportunities through self-help housing where the homeowner contributes a significant amount of sweat-equity toward the construction of the new dwelling.
    Decent, safe, and sanitary non-luxury dwellings developed under SHOP must be made available to eligible homebuyers at prices below the prevailing market prices. Eligible homeowners are low-income individuals and families (those whose annual incomes do not exceed 80 percent of the median income for the area, as established by HUD) who are unable to purchase a dwelling. Housing assisted under this Notice must involve community participation through the use of homebuyers and/or volunteers in the construction of dwellings and by other activities that involve the community in the project.
    ELIGIBILITY:National or regional non-profit organizations or consortiums are eligible.
    FUNDING: $22 million is available.

    Youthbuild Program

    Department of Housing and Urban Development (HUD)

    The Department of Housing and Urban Development (HUD) announces funding for its Youthbuild Program. The program's purpose is to assist disadvantaged young adults in distressed communities in completing their high school education; to provide on-site construction training experiences which also result in the rehabilitation or construction of housing for homeless persons and low-and very low-income families; to foster leadership skills; to further opportunities for placement in apprenticeship programs; and to promote economic self-sufficiency.
    ELIGIBILITY:Public or private non-profit agencies, including State or local housing agencies or authorities, State or local units of government, or any entity eligible to provide education and employment training under other Federal employment training programs are eligible.
    FUNDING:$59.7 million is available.

    Projects with Industry (PWI) Program

    Department of Education

    The Department of Education is seeking applications for its Projects with Industry (PWI) program. The PWI program creates and expands job and career opportunities for individuals with disabilities in the competitive labor market by engaging the talent and leadership of private industry as partners in the rehabilitation process.
    PWI projects identify competitive job and career opportunities and the skills needed to perform those jobs, create practical settings for job readiness and training programs, and provide job placements and career advancement services.
    ELIGIBILITY: Employers, non-profit organizations, State units, labor unions, community rehabilitation program providers, trade associations, Indian tribes, tribal organizations, or other organizations that provide career opportunities for individuals with disabilities are eligible.
    FUNDING: Approximately $17.4 million is available, ranging from $175,000 to $250,000.

    Grants for Education Programs in Occupational Safety and Health

    Centers for Disease Control and Prevention (CDC)

    Centers for Disease Control and Prevention (CDC) announces the availability of funds for institutional training grants in occupational safety and health. The specific purpose of this program is to provide financial assistance to eligible applicants to assist in providing an adequate supply of qualified occupational safety and health personnel.
    Projects are funded to support Occupational Safety and Health Education and Research Center Training Grants (ERCs) and Long-Term Training Project Grants (TPGs). ERCs are academic institutions that provide interdisciplinary graduate training and continuing education in the industrial hygiene, occupational health nursing, occupational medicine, occupational safety, and closely-related occupational health and safety fields. ERCs also serve as regional resource centers for industry, labor, government, and the public. TPGs are academic institutions that provide single-discipline graduate training in the industrial hygiene, occupational health nursing, occupational medicine, occupational safety, and closely-related occupational health and safety fields.
    ELIGIBILITY:Any public or private educational or training agency or institution that has demonstrated competency in the occupational safety and health field is eligible.
    FUNDING: $4 million is available.
