Education Department

Adult Literacy Education funds are available in the 2007-2008 school year to support literacy and basic education programs including support services, such as educational counseling and guidance.
ELIGIBILITY:   Literacy volunteer agencies, libraries, institutions of higher education, educational opportunities centers, not-for-profit organizations, public housing authorities.
FUNDING:  $6.3 million; $3,324,700 will be used to continue existing multi-year grants and $3 million will be used to fund new grants. The $3 million used to fund new grants will be dispersed as follows: $2,040,000 for eligible applicants from New York City; the remaining $960,000 will be for the rest of the State.
DEADLINE:  Applications must be postmarked by September 5, 2007.

Division of HIV Health Care

Department of Health

A Request for Applications (RFA) for lead agencies responsible for the programmatic, fiscal and administrative operations of regional Ryan White Part B HIV Care Networks.
ELIGIBILITY:  Private, not-for-profit community-based organizations or public agencies with experience in planning and community organizing.
The lead agency may be a state or county health department, a health care provider or an Article 28 licensed facility, a community foundation, a community-based organization (CBO), an AIDS services organization (ASO), or an incorporated non-profit entity.
FUNDING:  $1.925 million in federal funds administered by Health Research, Inc

Carl D. Perkins Career and Technology Education Act

Education Department

Funds are available for the 2007-08 school year to fund Career and Technical Education programs and activities in facilities providing educational services to incarcerated individuals under the age of 21 years. Such programs must be designed to provide coursework leading to a job or further education and training for individuals under the age of 21 who are located in county correctional facilities in New York State.
ELIGIBILITY:  Public school districts, boards of cooperative educational services, community colleges.
FUNDING:  $180,000.

Environmental Remedial Technical Assistance Grants (TAG)

Department of Environmental Conservation

Funds are available to obtain independent technical assistance about State Superfund Program and Brownfield Cleanup Program sites that pose a significant threat to public health or the environment. A qualifying group must certify that its membership represents the interest of the community affected by the site, and that its members’ health, economic well-being or enjoyment of the environment are potentially threatened by the site.
Portions of technical assistance work may be subcontracted based on unit price bids/quotes for professional services to subconsultants, subject to the guidance from and approval of the Department.
The TAG recipient and its contractors must make good faith efforts to subcontract a portion of the contract amount to Minority and Women Owned Business Enterprises (M/WBE). The percentage goals for MBE and WBE participation are 8.8% for equipment, supplies and services in the Upstate NYSDEC Regions 3-9. For New York City and Long Island NYSDEC Regions 1 & 2, MBE utilization goal percentages are 18.8% for equipment, supplies and services; for WBE these goal percentages are 20.5% for equipment, supplies and services. The TAG recipient and its contractors must make good faith efforts to employ 10% minority group members and 10% women for a portion of the workforce hours required to perform the work under this contract.
ELIGIBILITY:  Eligible community groups must be non-responsible parties incorporated as not-for-profit corporations under section 501(c)(3) of the Internal Revenue Code.
FUNDING:  $50,000 per site.

Environmental Restoration Projects Program

This notice is to advertise the availability of State assistance funding to municipalities for Environmental Restoration Projects to investigate and/or remediate hazardous substances on property held in title by a municipality. A municipality may obtain “temporary incidents of ownership” during a tax foreclosure proceeding for a property in order to conduct such investigations. Portions of investigation and remediation activities may be subcontracted based on unit price bids/quotes for professional services to subconsultants, subject to guidance from and approval of the Department. The recipient and its contractors must make good faith efforts to subcontract a portion of the contract amount to Minority and Women Owned Business Enterprises (M/WBE). The percentage goals for MBE and WBE participation are 8.8% for equipment, supplies and services, and 6% for construction in the Upstate NYSDEC Regions 3-9. For New York City and Long Island NYSDEC Regions 1 & 2, MBE utilization goal percentages are 18.8% for equipment, supplies and services and 21.5% for construction. WBE goal percentages are 20.5% for equipment, supplies and services, and 13.7% for construction for New York City and Long Island. The recipient and its contractors must make good faith efforts to employ 10% minority group members and 10% women for a portion of the workforce hours required to perform the work under this contract.
ELIGIBILITY:  A local public authority or public benefit corporation, county, city, town, village, school district, supervisory district, district corporation, improvement district within a county, city, town or village, or Indian nation or tribe recognized by the State and the U.S. within a reservation wholly or partly within NY State boundaries, or any combination thereof.
FUNDING:  Up to 90% of on-site eligible costs and up to 100% for off-site eligible costs and 50% for demolition costs.

New York State Tobacco Control Program

Department of Health

The New York State (NYS) Department of Health is seeking applicants with demonstrated experience to assist OASAS-licensed substance abuse treatment providers to implement tobacco control regulations and policy and integrate clinical interventions for tobacco dependency into existing treatment regimens through training and technical assistance. As a result of this solicitation, the NYS Department of Health Bureau of Tobacco Use Prevention and Control will fund a Development, Management, and Oversight agency (DMOA) to procure, manage, and support Regional Technical Assistance and Training Centers (RTATC) strategically located throughout the state to work hands-on with OASAS-licensed substance abuse treatment providers to help them implement tobacco related policy and treatment programs. Applicants that have the capacity for both oversight and training may also apply thereby precluding the necessity to subcontract with separate Regional Technical Assistance and Training Centers.
ELIGIBILITY:  Non-profit organizations that are educational and training institutions, community-based organizations, academic institutions and hospitals.
FUNDING:  Up to $2.5 million for the two-year term of the contract.

Grantsmanship Center

The Grantsmanship Training Program is coming to New York: Troy, September 17-21, 2007, hosted by the Commission on Economic Opportunity for the Greater Capital Region.

The classes will be conducted by The Grantsmanship Center and are kept at a maximum of 30 participants. The cost is $825, which includes one-year enrollment in the TGCI Membership Program. A limited number of half-tuition scholarships are available to agencies with annual budgets of less than $300,000.

Foundation Center

The Foundation Center has scheduled the following free training opportunities during August 2007:

Grantseeking Basics: Attendees will learn how the Center’s resources can help make them more effective grantseekers. For beginners, this introduction to the library provides instruction in foundation research and identification of potential funders. A tour of the library will follow. August 10, August 21 and August 30.

Proposal Writing Basics and Workshops: Attendees will learn about the basics of writing a proposal for their non-profit organizations. August 22.

Introduction to the Foundation Directory Online: This session provides a hands-on introduction to the Center’s comprehensive Web subscription database. August 10 and August 21.

How to Approach a Foundation: Attendees will learn how to initiate contact with potential funders; plan calls and meetings; and build partnerships with donors. This class is intended for fundraisers with some experience, though not necessarily with foundations. August 15.
