The Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance (OTDA) recently announced the fiscal year 2008-09 grant for the Homeless Housing and Assistance Program. The Homeless Housing Assistance Corporation is authorized to provide grants and loans for acquisition, construction and rehabilitation in order to expand the supply of housing for low income persons who are, or would otherwise be, homeless. A homeless person is defined as an undomiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the OTDA Commissioner. Awards will be based upon a combination of demonstrated need, organizational capacity and experience, cost effectiveness and other criteria outlined by the Office of Temporary and Disability Assistance.

ELIGIBILITY:  Eligible applicants are New York City providers with demonstrated experience providing all of the following four services: crisis intervention, eviction prevention, mobile emergency feeding services and summer youth services.

FUNDING:  This program has allocated $36.5 million for 2008-2009, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS.

Child Care Referral and Resource Services

Office of Children and Family Services

This grant is being offered by the Office of Children and Family Services, whose Child Care Referral and Resource (CCR&R) services represent a critical link between the state’s efforts to oversee and strengthen the child care system and provide quality child care services to New York State’s families. The Office of Children and Family Services seeks proposals for the provision of CCR&R services on a per county basis only for the following counties: Allegany, Cattaraugus, St. Lawrence, Schoharie and Wyoming counties. All bids will require an individual proposal for each county to be served. The contract format will be in a performance-based structure to establish reasonable level of services for the CCR&R services. A CCR&R agency may be selected to cover one or more counties.

ELIGIBILITY:  Not-for-profit organizations operating within or able to operate within Allegany, Cattaraugus, St. Lawrence, Schoharie, and Wyoming counties.

FUNDING:  A total of $626,400 is available.

Case Management and Supportive Services for HIV-Infected Women

The New York State Department of Health’s AIDS Institute and The United Way of New York City announce the release of a grant to award funds to enhance individual and family-centered case management and supportive services for HIV-infected women residing in the boroughs of the Bronx, Brooklyn, Manhattan, Queens and Staten Island. Through this grant, the New York State Department of Health, AIDS Institute and the United Way of New York City propose to support on-site case management services offered in coordination with supportive services to promote access to and retention in care for HIV-infected women. These services will include promoting greater access by HIV-infected women to a full range of clinical, mental health and social services to improve their well-being and the overall quality of life for themselves and their families; enabling HIV-infected women to attend to their health and social service needs through the utilization of case management and a variety of supportive services; and supporting interventions and services that address the unique needs of HIV-infected women.

ELIGIBILITY:  Not-for-profit 501(c)(3) community-based human service organizations, drug treatment programs and/or Article 28 facilities serving the Bronx, Brooklyn, Manhattan, Queens or Staten Island.

Local Waterfront Revitalization Program Grants

Department of State

The Department of State is announcing the creation of this grant for the purposes of revitalizing and establishing local waterfronts within the eligible municipalities. Through the Division of Coastal Resources, the Department of State will be soliciting applications from local governments for matching grants available under Title 11 of the Environmental Protection Fund (EPF) for local waterfront revitalization projects. These grants will be awarded for the development of local or regional revitalization strategies, completing or implementing a local or regional waterfront revitalization program, and preparing or implementing a local or regional waterbody management plan. Additionally, grants will also be awarded for the development and/or revitalization of urban waterfronts and the creation of blueway trails.

ELIGIBILITY:   Municipalities and counties located within the State Coastal Area or along major inland waterways designated pursuant to Executive Law, Article 42.

FUNDING:  Grants will be available for up to 50 percent of the total eligible project costs set forth in the application and as approved by the Department of State.

Bilingual/English as a Second Language Supplementary Grant

Education Department

This grant is being made available by the New York State Education Department for the purpose providing funds to establish programs intended to prepare Limited English Proficient/English Language Learners to pass the examinations required for promotion and graduation. This grant will provide funds for extended day programs in public middle and high schools as these programs must take place outside of the regular school hours. Parents and teachers of LEP/ELLs are also integrated into the program by providing intensive professional development to teachers, and information to parents on the State’s higher standards and assessments. The Bilingual/English as a Second Language Supplementary Intervention program is composed of three components. These components include the instructional element, the need for parental involvement and the staff development component.

ELIGIBILITY:  Public school districts with approved comprehensive plans under CR Part 154 for middle and/or high schools.

FUNDING:  A total of $450,000 will be made available.

Grantsmanship Center

The Grantsmanship Training Program is coming to New York: Oriskany, November 3-7, 2008, hosted by Cornell Cooperative Extension of Oneida County.

The classes will be conducted by The Grantsmanship Center and are kept at a maximum of 30 participants. The cost is $875, which includes one-year enrollment in the TGCI Membership Program. A limited number of half-tuition scholarships are available to agencies with annual budgets of less than $300,000.

This session provides a hands-on introduction to the Center’s comprehensive Web subscription database.

How to Approach a Foundation:

Attendees will learn how to initiate contact with potential funders; plan calls and meetings; and build partnerships with donors. This class is intended for fundraisers with some experience, though not necessarily with foundations.
