TITLE OF BILL:
An act to amend the education law, in relation to renaming certain
schools established by a board of cooperative educational services as
career prep centers; and making an appropriation therefor
 
PURPOSE OR GENERAL IDEA OF BILL:
Requires all educational programs operated by a board of cooperative
educational services (BOCES) to be renamed as career prep centers.
Further, this bill provides all BOCES with $10,000 in State funding for
the purposes of marketing the new name and replacement of any signs and
letterhead associated with Career Prep Centers.
 
SUMMARY OF PROVISIONS:
Section 1 amends Section 1950 of the Education Law by requiring educa-
tion programs operated by BOCES to be renamed as Career Prep Centers.
Further, language is provided to give each BOCES $10,000 for the
purposes of marketing Career Prep Centers. This funding is provided
specifically for any costs associated with the replacement of signs,
letterhead and other printed materials related to Career Prep Centers.
BOCES would also need to expend $1,000 of their own funding in order to
receive the $10,000 appropriation from the State. Signs and materials
developed shall bear the phrase "Career Prep Centers: Foundation for
Your Future."
Section 2 provides an appropriation of $380,000 for the purpose of
providing $10,000 to each BOCES.
Section 3 requires the Commissioner of Education to issue a report to
the Governor and the Legislature concerning the effectiveness of market-
ing education programs provided by the BOCES.
Section 4 provides the effective date.
 
JUSTIFICATION:
The Assembly Minority Manufacturing Task Force received testimony from
several manufacturing businesses stating their concern of the current
lack of qualified manufacturing employees. Like these businesses, school
districts have attributed this decline of career technical employees to
the current image that BOCES programs have with students, parents and
teachers. In the past, students have received a negative connotation
from their peers as a result of attending BOCES.
This bill seeks to provide BOCES with a new image by renaming BOCES to
Career Prep Centers with the objective of reinforcing the positive
results that BOCES services provide to our students and workforce.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
A $380,000 appropriation would be provided by the State to BOCES.
$10,000 in grants would be provided for marketing each Career Prep
Center.
 
EFFECTIVE DATE:
The first of July next succeeding the date on which it shall become a
law.

AN ACT to amend the education law, in relation to renaming certain
schools established by a board of cooperative educational services as
career prep centers; and making an appropriation therefor
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1950 of the education law is amended by adding a
2 new subdivision 1-a to read as follows:
3 1-a. On and after the effective date of this subdivision all educa-
4 tional programs provided or operated by a board of cooperative educa-
5 tional services shall be known as "career prep centers". Upon applica-
6 tion by a board of cooperative educational services, there shall be paid
7 to each qualifying board of cooperative educational services an amount
8 up to ten thousand dollars for the purposes of marketing of such schools
9 as career prep centers and for the replacement of signs and other print-
10 ed materials. A board of cooperative educational services shall be
11 required to expend one thousand dollars from existing funds toward such
12 marketing or sign replacement to be eligible for a grant under this
13 subdivision. Signs and materials developed pursuant to the provisions of
14 this subdivision shall bear the phrase "Career Prep Centers: Foundation
15 for Your Future".
16 § 2. The sum of three hundred eighty thousand dollars ($380,000), or
17 so much thereof as may be necessary, is hereby appropriated to the
18 department of education out of any moneys in the state treasury in the
19 general fund to the credit of the local assistance account, not other-
20 wise appropriated, and made immediately available, for the purpose of
21 carrying out the provisions of this act. Such moneys shall be payable on
22 the audit and warrant of the comptroller on vouchers certified or
23 approved by the commissioner of education in the manner prescribed by
24 law.

1 § 3. By January first of each year, the commissioner of education
2 shall issue a report to the governor and the legislature concerning the
3 effectiveness of marketing education programs provided by boards of
4 cooperative educational services pursuant to the provision of subdivi-
5 sion 1-a of section 1950 of the education law as added by section one of
6 this act.
7 § 4. This act shall take effect on the first of July next succeeding
8 the date on which it shall have become a law.
