Assemblyman Santabarbara Introduces Bill Requiring Schools and Daycares to Have Emergency Plans for Those with Disabilities
Assemblyman Angelo Santabarbara announced that he introduced legislation to require schools and day care facilities to maintain evacuation plans for children with disabilities during a lockdown or emergency situation.
“With the increase in mass shootings and other violent crimes across our nation, being prepared must be a priority,” said Santabarbara. “As the father of a son with autism, I know firsthand that challenges can arise during stressful situations. Having a plan for those with special needs during building lockdowns and other emergencies is a commonsense step that could save lives. I encourage my colleagues to pass this legislation to ensure emergency preparedness is inclusive at our schools and daycare facilities.”
Children are given specific commands during an emergency, such as to run or hide, but students with disabilities may not be able to comply with those prompts, Santabarbara noted. While these extraordinary events will make parents and guardians anxious and worried, this legislation may help ease some concerns knowing a plan is established to meet the needs of children with disabilities.
Schools and daycare facilities are required to develop and practice plans for their students to follow in order to maintain their safety. The bill Santabarbara introduced would require these facilities to devise a plan in collaboration with local law enforcement and fire safety personnel, staff members, parents of children with disabilities and other relevant stakeholders. A copy of the plan would always be present in the building, allowing for easy access during an emergency, noted Santabarbara.
