Statement from Assemblyman Angelo Santabarbara, Chair of the New York State Assembly Standing Committee on People with Disabilities, on the NYS Sheriff’s Association Blue Envelope Program
“As Chair of the Assembly’s Standing Committee on People with Disabilities and the father of a son with autism, I commend the New York State Sheriff’s Association for implementing the Blue Envelope Program. This thoughtful and innovative initiative is a critical step toward ensuring safer and more effective interactions between law enforcement and individuals with autism or other communication challenges.
Navigating traffic stops can be stressful for anyone, but for individuals with sensory sensitivities or communication differences, these encounters can be particularly overwhelming. The Blue Envelope Program provides a simple yet powerful solution by offering drivers a way to discreetly share important documents and information about their needs, while also equipping law enforcement with clear guidelines to foster understanding and reduce misunderstandings.
As someone who has championed initiatives like the creation of New York’s first Disability ID Card and autism training for first responders, I know firsthand the importance of these efforts in promoting safety and inclusion. Programs like the Blue Envelope are an extension of this work, building bridges of understanding that protect vulnerable individuals and strengthen community relationships.
I applaud the New York State Sheriff’s Association for their leadership on this important program, and I look forward to supporting its expansion. Together, we can continue creating a more inclusive and accessible New York, where every individual, regardless of ability, has the opportunity to thrive.”
