Lupardo Clinical Nursing Simulation Bill Signed into Law
New law will help address New York’s nursing shortage
Albany, NY – Assemblymember Donna Lupardo today announced that legislation allowing nursing programs to expand their clinical simulation programs to up to one-third of total clinical training has been signed into law. This legislation, A3076 (Lupardo)/ S447 (Stavisky), makes clinical training more accessible for nursing students by providing more flexible training methods while modernizing nursing education programs. The legislation will go into effect next Spring.
New York is facing a shortage of 40,000 nurses by 2030. Simulation-based learning experiences (SBLE) can address this shortage by facilitating greater access to high-quality nursing training. This training is urgently needed following the disruptions to education caused by the COVID-19 pandemic. SBLE expose students to lifelike clinical environments while providing more flexibility for nursing programs. SBLE are nationally tested and have already been adopted by nursing education programs in dozens of states.

I’d like to thank the Governor for signing this legislation, Senator Stavisky for her partnership, and to the advocacy of so many including SUNY Chancellor King, CUNY Chancellor Matos-Rodriguez and CICU.”
