Legislative Update: A10079-A Passes the Assembly

Assembly Member Edward Gibbs successfully passed A10079-A in the New York State Assembly on March 4, 2026.
This legislation amends Education Law ยง2590-b to allow parents whose children previously received services through an English as a Second Language (ESL) program to continue serving on the Citywide Council on English Language Learners and the Citywide Council on High Schools, even if their child is no longer enrolled in the program.
By expanding eligibility, the bill ensures that parents with lived experience supporting English Language Learner students can continue contributing their voices and expertise to education policy and decision-making.
The bill now moves to the New York State Senate, where it awaits passage.
