Assemblyman Fred Thiele: American Rescue Plan Act Funding for Towns, Villages and Small Cities
Assemblyman Fred W. Thiele, Jr. today announced that as part of the American Rescue Plan Act (ARPA), a total of $774 million in Coronavirus Local Fiscal Recovery Funds is available for New York State to distribute to Non-Entitlement Units (NEUs), including towns and villages. New York State is required by the ARPA to distribute Coronavirus Local Fiscal Recovery Funds to NEUs of local government on behalf of the United States Department of the Treasury.
NEUs are cities, towns, and villages, generally with populations below 50,000, that receive Coronavirus Local Fiscal Recovery Funds provided by the ARPA from their state. All counties as well as certain large cities, towns, and villages are Entitlement Units. Entitlement Units receive Coronavirus Local Fiscal Recovery Funds directly from the United State Treasury – not the state. Entitlement Units should go to the United States Department of Treasury website for information on receiving their funds.
Towns and villages (NEUs) have until Friday, July 9th to either request or decline funding. In order to request funding, an authorized representative of the local government must complete and submit the form found on the New York State Division of the Budget website, here. To decline funding, an authorized representative of the local government must complete and sign a form to decline this funding. The signed form should then be emailed to localarpa@budget.ny.gov. The United States Department of Treasury has not yet made this form available – a link will be added to the NYSAC COVID Recovery page here as soon as it is.[1]
Towns and villages that requested funding will receive a letter informing them of their allocation of ARPA Coronavirus Local Fiscal Recovery Funds.
