Assemblymember Bronson: Establishing June Primary Would Save Taxpayers $50 Million
Legislation would benefit military personnel and increase voter engagement
Assemblymember Harry Bronson (D-Rochester, Henrietta, Chili) announced he’s sponsoring legislation establishing the fourth Tuesday in June as New York’s Primary Election Day for both federal and state offices (A.8198). The measure would tie state law to a federal court decision setting the primary for all federal offices and save the state and local governments about $50 million.
“Having two primaries on the same day is a common-sense way for our government to save millions,” Assemblymember Bronson said. “It would also increase the likelihood of voters staying interested and engaged, which is crucial for a functioning democracy.”
Bronson noted that the Assembly’s bill became necessary as a result of the federal Military and Overseas Voter Empowerment (MOVE) Act, which sets forth specific requirements for federal elections to accommodate citizens serving overseas in the military and others who are living abroad. The act requires states to deliver requested absentee ballots to these voters no later than 45 days before a federal election. Elections for state office aren’t subject to the same requirements.
While the MOVE Act took effect in 2009, New York State has not been in compliance with federal law, resulting in our primary date being incompatible with requirements under the MOVE Act regarding transmission of ballots overseas. The Assembly’s bill would bring New York State into compliance, ensuring New York’s citizens have adequate access to exercise their right to vote.
“In previous years, military personnel were not receiving their ballots on time,” Assemblymember Bronson said. “This legislation will ensure every member of our military service is able to have his or her voice heard on primary day.”
