Updating ATV Rules Would Boost Upstate Economy

I was pleased to see that the Senate included a provision in its one-house budget to legalize registration of larger-sized ATVs. It is my hope that the Assembly will soon follow suit. The outdated size and weight limits and the inability for New Yorkers to legally register these recreational vehicles seriously hinder economic growth in our region.
New York is the only state in the nation that prohibits UTVs/ATVs larger than 1,000 pounds. This limits our state and our region from taking advantage of a robust niche market in outdoor recreational activities. If the state would allow registration of these larger sports vehicles, we would see a boost in economic and tourism activity, increasing sales tax receipts and registration fees.
The provision in the Senate budget is one that Sen. Patty Ritchie and I support. The measure would increase the defined weight of these vehicles from 1,000 pounds to 1,500, which covers the majority of newer and currently-standard ATVs.
Our region is perfect for ATV recreation. It is vast, beautiful and full of trails to explore. Allowing larger ATVs will open our area to ATV enthusiasts who will spend their money right here. I’m not the only one who sees the benefit of changing the ATV weight definition; this measure is supported by economic development organizations, small-business organizations, local governments and, most importantly, constituents like you.
I will be urging my Assembly colleagues and Gov. Cuomo to include these changes in the final budget. The state budget is not merely a spending plan, it outlines our efforts to improve the economy and create jobs, and increasing the ATV weight is an opportunity for New York State to take advantage of a revenue- and job-generating industry.
