New York State is facing an alarming epidemic of heroin and opiate drug use. Heroin has stealthily invaded our communities and is wreaking havoc in the lives of many. The rise of prescription painkiller use was a gateway to the use of heroin, which is potent and cheap.

In less than 10 years, upstate New York’s heroin treatment admissions increased by 222 percent. Heroin is responsible for more than a quarter of all drug-related deaths. These figures are startling and should serve as a wake-up call for the state to take action. In conjunction with treatment for those who are addicted, serious steps should be taken to punish those who are pushing these drugs in our communities.

I am supporting legislation that would punish heroin dealers for the many deaths their drug dealing has caused. The bill I support would create a new crime of “homicide by sale of an opiate controlled substance,” a Class A felony, punishable by up to 25 years in prison. This would allow drug dealers to be prosecuted for opiate-related deaths. Current law only allows dealers to be charged with criminal sale of a controlled substance, far too lax for the seriousness of their actions.

Combating heroin is going to take a community effort that begins at home. Educating our loved ones about the dangers of prescription and opiate use is a great start. Heeding warning signs like peer pressure or dramatic changes in moods and behaviors could catch an addiction problem early so that treatment can be sought. Let me leave you with this thought: If you or a loved one is suffering from drug addiction, you are not alone. There is help. As friends, family and neighbors, we must be there to help each other.
