HEAP provides eligible New Yorkers with direct utility assistance, including reduced home heating bills, cooling assistance for older individuals and households with young children, and emergency benefits for those facing a heating shut-off.

Energy Assistance Program
The Energy Assistance Program (EAP) helps eligible customers gain control of their energy bills, pay off past due amounts owed and stay current with future bills. EAP is automatically applied to your bill if you have applied for HEAP. Each utility has guidance on the Home Energy Assistance Program (HEAP) and the low-income Energy Assistance Plan (EAP).

Weatherize your home with the Weatherization Assistance Program (WAP)
WAP assists income-eligible homeowners and some renters* by reducing heating and cooling costs through energy-conservation home improvements, while also addressing health and safety issues in the homes.
