Assemblymember Carroll Lauds Governor Hochul’s New Science of Reading Proposal
$10 million in State Funds to Train 20,000 teachers
Expansion of SUNY and CUNY Microcredential Program for Teachers
Assemblymember Carroll has been a leader on reforming the State’s approach to teaching literacy: his Dyslexia Task Force Act (A.133/S.2599), was signed into law by Governor Hochul in December; over the past year he has directed $140,000 to schools in his district in state funding for structured literacy programming; over the past two years he has secured $750,000 in state funding to support the Promise Project at Columbia University, which provides neuropsychological exams and teacher training regarding reading disorders for kindergartners in marginalized and underserved communities in New York City; and, he is the prime sponsor of the Right to Read Act (A.2897/S5480), which would establish teaching literacy based on the science of reading as the standard throughout the state and the Dyslexia Diagnosis Access Act (A.2898/S5481), which would mandate that private health insurance policies pay for neuropsychological exams for the purpose of diagnosing dyslexia.

“I commend Governor Hochul for this important proposal to help improve teacher training with regard to how reading is taught in our state. She correctly names and identifies one of the root causes of our state’s literacy crisis – the use of curricula and approaches to teaching literacy not grounded in the science of reading. I have been a staunch advocate for following the science of reading and as person with dyslexia know first-hand the importance of evidence-based methods. The research is clear that all students do better when teachers are trained on the science of reading and evidence-based practices are implemented with fidelity and I look forward to continuing to work with the Governor to make this the reality in New York State.”
