Gray Recaps Survey Results & Regulatory Parameters for Battery Storage Systems in ‘The Gray Area’

Assemblyman Scott Gray (R-Watertown) released the latest episode of “The Gray Area,” providing a wide-ranging update from Albany, including a new bill to regulate battery energy storage facilities in response to the Chaumont fire, growing support for nuclear energy in his district and new legislation to restrict drone use over schools and critical infrastructure.

At a press conference this week, Gray spoke in support of Assembly bill A.6955, which would regulate the siting and decommissioning of battery storage facilities following the 2023 Chaumont fire. “This bill puts safety first,” said Gray. “It ensures battery storage projects are placed in appropriate industrial settings and gives local governments the control they’re guaranteed under the state constitution.”

Gray was joined by Chaumont Fire Chief Will Lipczynski, who responded to the fire firsthand. “Hearing from Chief Lipczynski brought real perspective. What happened in Chaumont shouldn’t happen anywhere else,” Gray added.

In discussing the results of his district survey, Gray noted that affordability ranked as the top priority. “People made it clear: energy has to be affordable. That’s why there’s growing interest in advanced nuclear technologies like small modular reactors—clean, reliable and cost-effective,” he said. The survey found 50% support for nuclear energy, with hydro and natural gas ranked as the most reliable sources.

The Assembly also passed A.4944, a bill prohibiting drone use over schoolyards and critical infrastructure. “This legislation is very important for protecting students and safeguarding sites like Fort Drum and our border crossings,” said Gray. “We can’t leave critical areas vulnerable to bad actors with drone access.”

Gray also welcomed Aveline Hellings of LaFargeville Central School to shadow him at the Capitol as part of a League of Women Voters program. “It was great to host Aveline again—first with the Red Knights championship team, and now as a student leader getting involved in government.”

Lastly, Gray highlighted the SUNY Chancellor’s annual address and this week’s SUNY Showcase, which celebrated the work of colleges across New York. “It was great to see what SUNY campuses are doing, especially Canton, which continues to be a leader in innovation and opportunity,” said Gray.
