"Our state is assaulted by climate change, by storms that should come once in a century but arrive every three or four years, by the invasion of the southern pine beetle, by all of the ravages of change," said Assemblymember Englebright, while discussing a bill he authored to amend the New York State Constitution to ensure clean air for New Yorkers (A.2064).
