• Recognizes the contribution of those who served honorably during the Cold War Era by creating the New York State “Cold War Service Medal” and creating the Cold War Veterans Real Property Tax Exemption, worth 10 to 15 percent of the value of the property.

• Boosts economic opportunity by increasing the number of jobs the state awards to disabled veterans, as well as the number of state contracts given to businesses owned by veterans.

• Creates a Veterans Property Tax Exemption worth up to 15 percent of the value of the property for any war veteran, including the Korean War and the War on Terror. Creates an additional 10 percent exemption for veterans who have received a ribbon or any service medal as a result of service in a combat theater or zone. Both exemptions are offered at the option of local governments.

• Provides the equivalent of four years undergraduate or three years graduate tuition at SUNY institutions (or the equivalent at private institutions) for all NYS veterans who served in combat as far back as 1961.

• Extends a $3 million annual allocation for a Vietnam, Persian Gulf and Afghanistan Veterans Tuition Program.

• Ensures all veterans have access to mental health care providers who are trained specifically in the areas veterans need the most, such as Post Traumatic Stress Disorder.
