Making a Difference in Brooklyn and Albany
As Chair of the NYS Assembly Ways and Means Committee, I have a unique role in ensuring that our State budget is so much more than a spending plan; putting families first, and keeping New Yorkers moving forward. The 2019 Budget and Session resulted in important accomplishments, all designed to help many New Yorkers. I’ve highlighted some of the most important achievements in this newsletter. I’ve also included important community office programs I am sponsoring this Fall.

Giving New York Kids Something to Cheer About
Assemblywoman Weinstein successfully fought for improvements in the 2019 State Budget, which included tremendous wins for children in public and private schools, a major investment in education to prepare children and young adults for all that the future holds.
The 2019-20 state budget provides an additional $1 billion in education aid – an increase of 3.7 percent over last year – for a total of $27.8 billion in education funding. This includes a $618 million increase in Foundation Aid – assistance for high needs districts - for a total of $18.4 billion.
Other highlights of the 2019 State Education Budget include:
-
$14 million in restorations for Teacher Resource and Computer Training Centers;
-
$10 million increase for afterschool programs;
-
$1.5 million for mental health grants for junior high schools;
-
$2.3 million so that eligible students no longer have to pay for reduced-priced meals;
-
$18 million for the My Brother’s Keeper initiative;
-
A restoration of $5 million in Public Library Aid, for a total of $96.6 million; and
-
A restoration of $2 million for the Supportive Schools grant program, which fosters inclusive environments and implements the Dignity for All Students Act.
School Visit
Assemblywoman Weinstein often visits schools throughout her district to speak with young constituents. In a recent visit, the Assemblywoman reiterated the importance of literacy and how reading leads to success.
Philip Howard NORC
The Philip Howard NORC provides activities and support for local active seniors. Assemblywoman Weinstein honored volunteers with NYS Assembly citations for their dedication and commitment.
Pre-Holiday Food Distribution Program
Assemblywoman Weinstein and her mother volunteered, putting together holiday food packages for pickup by those in need at the Pre-Holiday Food Distribution Program run by the Metropolitan Council on Jewish Poverty at the King Bay YM-YWHA. David Greenfield, CEO of MetCouncil, thanked them for their help.
MetroCards for Vets
H.P. Schroeder, Director of U + Me = We, a Veterans Advocacy Group met with the Assemblywoman to discuss the importance of adopting an MTA Half-Fare MetroCard Program for our Veterans.
Congratulating Students
Assemblywoman Weinstein presents Certificates of Merit for Community Service to students throughout the district, here, to a deserving student.

Supporting State Colleges and Universities
The 2019-20 state budget makes a substantial $7.6 billion investment in SUNY and CUNY colleges - an increase of $1.2 billion since 2012 - and helps expand access to higher education through scholarship and opportunity programs.
I am extremely proud that we increased eligibility for the Excelsior Scholarship, providing a tuition free education at SUNY and CUNY; now available to families making less than $125,000. Other higher education highlights include:
-
$6,000 scholarships for students from families making less than $125K and attending a private college;
-
$12.1 million to SUNY and $6.3 million to CUNY to increase community college base aid by $100 per full-time equivalent (FTE) student, bringing the total rate to $2,947;
-
Restoration of $1.1 million to SUNY and $902,000 to CUNY for Child Care Centers, students care for their families while earning a degree;
-
Restoration of $6 million for Educational Opportunity Centers (EOCs), for a total of $61 million;
-
Restoration of $700,000 for Small Business Development Centers, which offer business counseling and entrepreneurial training;
-
Restoration of $23.8 million to College Opportunity programs, including:
-
$35.5 million for the Higher Education Opportunity Program (HEOP);
-
$32.2 million for the Educational Opportunity Program (EOP); and
-
$28.1 million for Search for Education, Elevation and Knowledge (SEEK).
NYPD Community Policing
Neighborhood Coordination Officers (NCOs) are assigned to and remain in a sector, or neighborhood, for the duration of their tour. At a recent meeting with the NYPD 61st Precinct NCO’s, Assemblywoman Weinstein and community leaders Brad Reid and Lori Maslow spoke to the officers about various quality of life and safety concerns. Haitian-Americans United for Progress
Haitian-Americans United for Progress thanked Assemblywomen Weinstein, Bichotte, and Frontus for their crucial role in securing $150K in funding for Legal Services in the State Budget.
Fraser Civic Association Annual Memorial
Assemblywoman Helene Weinstein joined Councilmembers Farah Louis, Chaim Deutsch and Alan Maisel and veterans during the Fraser Civic Association Annual Memorial at the Major Eugene T. McCarthy Triangle (Avenue N & East 31st Street), Major McCarthy, a local resident, was tragically killed while fighting for our country in the Gulf War.
Annual Israel Day Parade
At the Annual Celebrate Israel Day Parade, Assemblywoman Weinstein marched in support of America’s greatest ally with her Assembly Colleagues.
Early Voting and Pre-registration Coming to New York
Starting this coming November, New Yorkers will have the opportunity to participate in early voting, 8 days prior to the general election.
Already available in 37 states and Washington, D.C., early voting takes into consideration the many professional or family obligations that make it difficult to physically get to the polls. Not only easing this burden, it also reduces waiting times and lifts many logistical burdens for poll workers.
Additionally, 16- and 17-year olds who wish to pre-register to vote when they turn 18 can do so now. The legislation aims to increase the current number of eligible voters who register. Currently only 37% of eligible voters between 18 and 24 are registered.
Rain Barrel Giveaway
Rain barrels capture runoff from your roof and store it for future activities like watering a lawn or washing a car. Assemblywoman Weinstein joined forces with the Department of Environmental Protection to distribute 150 rain barrels to residents in her district.
West Indian American Day Carnival Association
Dr. Jean Joseph, President of the West Indian American Day Carnival Association met with Assemblywoman Weinstein to discuss the Carnival, Parade, and WIADCA’s exciting programs for seniors and youth.
National Night Out
National Night Out creates positive relationships between NYPD Officers and the communities they’re sworn to protect. Assemblywoman Weinstein joined Deputy Inspector Tito Romero, C.O. of the 63rd Precinct, Raphael Treitel, clergy liaison to the 63rd Precinct, and his family at their event in Marine Park.
Victory Day Celebration
Assemblywoman Weinstein joined various Veteran Advocacy Groups for Victory Day celebrations commemorating the surrender of the Nazi regime to the former Soviet Union.
Protecting You from Discrimination
In an effort to ensure equality and fairness for New Yorkers from all backgrounds, Assemblywoman Weinstein and her colleagues took steps to strengthen anti-discrimination protections by:
-
Establishing that the wearing of any clothing or facial hair in accordance with the requirements of religion is protected under the Human Rights Law. (A4204/Ch. 154)
-
Banning discrimination based on gender identity or expression in areas of employment, housing or public accommodations. (A0747/Ch. 8)
-
Enacting sweeping new workplace harassment protections and establishing new remedies for victims of Sexual Harassment. (A8421/Ch. 160)
-
Amend the Human Rights Law so that its antidiscrimination provisions, which afford protection against discrimination, harassment and bullying for members of protected groups, apply to public schools, and not just to private schools. (A3425/Ch. 116)
-
Prohibits employers from discriminating against victims of domestic violence, provides reasonable accommodation in taking time off to, for example, seek medical attention or counseling attend child protective, and other court proceedings. (A5618/Ch. 176)
Nieuw Amersfort Civic Association
At a recent meeting of the Nieuw Amersfort Civic Association, Assemblywoman Weinstein joined President Steve Yamin to present NYS Assembly Citations to members who are have been dues-paying for a decade.
Little Free Library
Assemblywoman Weinstein joined Citizens NYC and the H-I East 45th St. Block Association during a ribbon cutting for their brand new “Little Free Library,” an amazing way to promote literacy on their block.
Pre-Holiday Food Distribution Program
Assemblywoman Weinstein joined Shea Rubenstein, Executive Vice President of the JCC of Marine Park, and Councilman Chaim Deutsch to hand out holiday care packages to those in need at Pre-Holiday Food Distribution Program held in conjunction with the MetCouncil on Jewish Poverty.
The Jay Harama Senior Center
The Jay Harama Senior Center offers wonderful programming and meals for local senior citizens. Assemblywoman Weinstein stopped in to talk about quality of life issues and programs she offers in her community office.
Caring For Our Environment
As a Legislator who consistently earns some of the highest scores from our State’s environmental watchdog organization, EPL Environmental Advocates, Assemblywoman Weinstein takes great pride in having consistently voted in favor of measures addressing environmental and climate concerns.
While the federal government ignores the reality of climate change, New York is leading the way to protect our communities, our economy and our state. A new law enacted this session, (Ch. 106 of 19) will put the state on a path to net zero emissions in all sectors of the economy and will enact the most aggressive emissions targets in the country, requiring one hundred percent carbon free electricity by the year 2040. Additionally, The budget:
-
Provides $300 million for the Environmental Protection Fund (EPF) to preserve our natural resources;
-
Encourages the use of clean and alternative energy by providing $23 million for clean energy tax credits;
-
Increases the state’s historic investment in clean water to $3 billion to address emerging contaminants, replace lead drinking water service lines and repair aging water mains and sewer lines; and
-
Lowers the threshold for elevated blood lead levels to protect children from lead poisoning.

Assemblywoman Weinstein joined Councilwoman Farah N. Louis, Violine Roberty, President of the H-I E. 45th Block Association and block member Troy Winston during their annual Block Party, where they honored neighbor Louise Adolphus for her decades of service to the betterment of the neighborhood.
Marine Park Civic Association Meeting
During a recent Marine Park Civic Association meeting, Assemblywoman Weinstein updated members on various programs offered at her community office, and new traffic improvements coming to the area.
Victory Day Celebration
Assemblywoman Weinstein joined Community Leader, Ari Kagan, and various Veteran Advocacy Groups for Victory Day celebrations commemorating the surrender of the Nazi regime to the former Soviet Union.
Family Day at NYCHA’s Nostrand Houses
Assemblywoman Weinstein, NYS Senator Roxanne Persaud, and Councilman Alan Maisel attended Family Day at NYCHA’s Nostrand Houses where they helped honor volunteers like Andrea Dunn, a member of the Youth Leadership Council, and Luis J. Lopez, an Anti-Gun Violence Advocate and author.
