ASSEMBLY STANDING COMMITTEE ON CORPORATIONS, AUTHORITIES AND COMMISSIONS ASSEMBLY STANDING COMMITTEE ON ENERGY NOTICE OF PUBLIC HEARING |
SUBJECT: |
The major power outages suffered by Consolidated Edison's customers in July and September 2006, in Queens and Westchester County. |
PURPOSE: |
This hearing will examine the response of Consolidated Edison and the Public Service Commission with regard to the major outages in the utility company's service area. |
ALBANY ORAL TESTIMONY WILL BE BY INVITATION ONLY |
Customers of Consolidated Edison experienced major interruptions in their power service during July 2006 in Queens and during September 2006 in Westchester County. A report issued by the staff of the Public Service Department dated February 9, 2007, is critical of the maintenance practices of Consolidated Edison and suggests that poor maintenance caused or contributed to these power failures. This hearing will examine the intentions of the Public Service Commission regarding convening a prudency hearing on Consolidated Edison's actions or failures to act with regard to the Queens and Westchester County power outages. The Committees will also examine the role of the Public Service Commission in the regulation of the maintenance practices of electric utilities such as Consolidated Edison. Persons invited to present pertinent testimony to the Committees at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committees would appreciate advance receipt of prepared statements. In order to further publicize these hearings, please inform interested parties and organizations of the Committees' interest in considering testimony from all sources. In order to meet the needs of those who may have a disability, the Assembly, in accordance with its policy of non-discrimination on the basis of disability, as well as the 1990 Americans with Disabilities Act (ADA), has made its facilities and services available to all individuals with disabilities. For individuals with disabilities, accommodations will be provided, upon reasonable request, to afford such individuals access and admission to Assembly facilities and activities. |
