Medicaid Managed Care Prescription Drug Carve-In Implementation

To examine the impact of the carve-in on State Medicaid enrollees

ORAL TESTIMONY BY INVITATION ONLY

The 2011-12 State budget repealed the prescription drug "carve-out" for Medicaid managed care. On October 1, 2011, several million New Yorkers transitioned into this new model of prescription coverage. Previously, prescription drugs were handled by the Preferred Drug Program for Medicaid managed care recipients. With Medicaid enrollment expected to increase, from an already historical high, an evaluation of the program seems necessary.

The Committee will receive oral and written testimony on: the impact this transition has had on State Medicaid enrollees; access, compliance, and providing enrollees appropriate medication; and whether and how the new model is delivering savings to the state in comparison to the Preferred Drug Program.

Persons wishing to present pertinent testimony to the Committee at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation.

Oral testimony will be limited to 10 minutes' duration. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the attached reply form or communicated to Committee staff as early as possible.

Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements.
