					| Agency Mission
					 The State Racing and Wagering Board regulates all legalized gambling 
					activities in New York State, except the State Lottery.  The agency also has 
					shared responsibility for the oversight of bingo and other permitted games of 
					chance conducted by not-for-profit and religious organizations. 	 			
		  			 Year-to-Year Change
		  			 The Executive request $14,739,000 in total appropriation for the agency.  
					The amount represents a decrease of $474,300 from State Fiscal Year (SFY) 
					2000-01 spending level.
					 Legislative Proposals
					 The New York State Racing and Wagering Board contracts with Cornell 
					University College of Veterinary Medicine to sample and test performance 
					enhancing drugs that are being used at New York State's racetracks.  The 
					Assembly plan provides $200,000 in additional funding for Cornell's equine drug 
					testing.  This funding will be used to purchase a high performance illegal 
					drugs testing machine for detecting those drugs and metabolites that cannot be 
					analyzed by current methods due to their lack of volatility, chemical stability, 
					and/or very low concentrations.
