					| Agency Mission
						 The Department of State is responsible for programs relating to services 
						to local governments and community-based organizations, including paid and 
						volunteer fire companies, public safety, land use planning, business and 
						government relations, consumer protection and business support.  In addition, 
						the Department of State has oversight of the Lake George Park Commission, 
						the Tug Hill Commission and the State Athletic Commission.
						 Year-to-Year Change
						 The Executive requests appropriations totaling $114,992,500 for State 
						Fiscal Year (SFY) 2001-02, a decrease of $27,394,148 or 19.2 percent from 
						SFY 2000-01 levels.

						 The Assembly provides $500,000 for the Emergency Services Revolving Loan 
						Fund.  This fund provides low-interest loans to cities, towns, villages, fire 
						districts, counties and not-for-profit organizations for emergency service 
						improvement needs.  A local fire department may purchase thermal imaging 
						equipment with funding from this program.
						 The Assembly plan provides $8,300,000 for civil legal services.  This 
						funding provides support to financially distressed legal service organizations 
						which serve the indigent, the elderly, women and children, victims of domestic 
						violence and individuals who are unable to access an attorney to defend their 
						rights, as well as the Public Utility Law Project (PULP).
						 The Assembly plan restores $93,000 for the New York Commission on Uniform 
						State Laws (NYCUSL).  Commissioners from NYCUSL represent New York State at 
						the National Conference of Commissioners to determine which areas of State law 
						should be uniform nationally and draft proposals accordingly.
						 The Assembly rejects the Executive's Article VII proposal to extend the 
						Department of State's authority to administer the Community Services Block 
						Grant Program through 2004.  The Assembly will initiate separate legislation 
						to extend the grant program for an additional year.
						 The Assembly supports the enactment of a revised Article 9 of the Uniform 
						Commercial Code.  The Assembly expects to act following a review of the 
						recommendations of the New York Law Revision Commission.
						 The Assembly accepts the Executive's Article VII proposal to require the 
						State Office of Fire Prevention and Control or its designee to make annual 
						inspections of colleges and universities and impose fines for violations that 
						remain uncorrected after 30 days.  The Assembly does not agree that it is 
						necessary to create a new crime of tampering with a fire protection device.
