Budget Highlights |
The State Board of Elections executes and enforces the Election Law and oversees the disclosure of campaign financing practices. This agency is in the Public Protection and General Government appropriation bill. |
State Operations |
The Executive recommends an All Funds appropriation of $183,770,000 or $180,315,000 above the State Fiscal Year (SFY) 2003-04 funding level. The increased appropriation will enable the State to continue its work related to the implementation of the statewide voter database and the replacement of voting machines in anticipation of Federal funds available from the Help America Vote Act of 2002 (HAVA). |
The Executive proposes General Fund spending in the amount of $3,650,000 reflecting a $215,000 increase for the Board from SFY 2003-04. The increase reflects the following actions: |

The Executive also proposes a Special Revenue Fund- Federal appropriation of $20,000,000, which reflects reimbursement from the Federal government of expenses incurred by the State for work on the voter database and other costs associated with implementation of the Act. |
The Executive proposes a maintenance undistributed appropriation of $120,000 for services and expenses related to the examination of electronic voting and ballot counting machines. |
Aid To Localities |
The Executive budget reflects an appropriation of $160,000,000 in Federal Funds to implement provisions of the Help America Vote Act of 2002, which will be used to purchase new voting machines and assist local voting districts in providing handicapped accessible machines. |
