Budget Highlights

The Interest on Lawyers Account (IOLA) was established in 1983 to finance civil legal services for those who cannot afford such services, and for the elderly and disabled. Funding for civil legal services is derived from interest earned on trust accounts that attorneys hold for their clients, which would not earn interest for their clients if held in a separate escrow account.

IOLA is included in the Public Protection and General Government appropriation bill.

The Executive recommends All Funds appropriations of $13,633,000 for the State Fiscal Year (SFY) 2004-05, a decrease of $955,000 or 6.6 percent from SFY 2003-04. The decrease is attributable to reduced interest earnings and higher grant funding levels.

State Operations

The Executive recommends a State Operations appropriation of $1,633,000, reflecting an increase of $45,000 or 2.8 percent from SFY 2003-04. The net increase in State Operations funds reflects salary adjustments and other costs associated with agency operations.

Aid To Localities

The Executive recommends a fiduciary fund appropriation of $12,000,000 for SFY 2004-05, a decrease of $1,000,000 from SFY 2003-04.
