The Executive proposes an appropriation of $350,000,000 in State Fiscal Year (SFY) 2004-05 for the creation of a new Higher Education Facilities Capital Matching Grants Program. This matching grants program would allow eligible projects to compete for a capital grant that would serve as a 3:1 match between private and state funds. Within the amounts provided, no more than $250,000,000 would be available for any one of the following sectors of higher education: independent colleges and universities; the State University of New York, and; the City University of New York. Eligible projects would include academic facilities, high technology/economic development projects, wet labs, and urban renewal/historic preservation projects. Funds would be allocated based on a decision made by the newly created Higher Education Capital Investment Review Board, made up of seven appointments by the Governor. |
