Budget Highlights |
The Office of Advocate for Persons with Disabilities (OAPD) provides information and referral services to persons with disabilities and will have a staff of 15 persons during State Fiscal Year (SFY) 2004-05. The Office operates a statewide clearinghouse, consisting of a telephone hotline and a computer Website. Together, OAPD and the Department of Health (DOH) form the Interagency Partnership on Assistive Technology. The Partnership coordinates the federally funded Technology Related Assistance for Individuals with Disabilities (TRAID) Project. At the 12 regional TRAID centers, individuals with disabilities are able to gain access to technological devices and services and to learn about available emerging technology, services and programs, as well as their rights under the law. The Disability and Business Technical Assistance Center provides grant funds to promote voluntary compliance with the Americans with Disabilities Act. Training includes to persons responsible for local code enforcement in order to achieve compliance with accessibility requirements. A new federal grant in the amount of $2,600,000 would create a revolving loan fund to assist persons with disabilities in purchasing technology that would enable them to work from home. OAPD would contract with a bank to manage the fund and up to $200,000 may be transferred from the fund each year for OAPD administrative expenses. |

State Operations |
The Executive recommends an All Funds appropriation of $4,275,000, a net increase of $2,682,000 or 168.4 percent. The change results primarily from two actions: a shift of certain administrative costs to the Commission on Quality of Care for the Mentally Disabled to achieve efficiencies and an increase in federal grant support of $2,600,000. The one-time grant from the federal Department of Education is for the establishment of a revolving loan fund for the purchase of assistive technology. |
