| Licenses and regulates pet dealers; requires that a veterinarian examine every animal over eighteen months of age sold by a pet dealer to ensure that such animal has no congenital conditions that adversely affect the health of the animal; requires that pet dealers provide a consumer with a statement by the veterinarian as to the existence of any such condition, including a description of such condition; requires that pet dealers maintain certain records for every animal purchased, acquired, held, transported or otherwise disposed of by the dealer; establishes minimum standards of care for animals held by pet dealers and establishes penalties for failure to meet such standards, including the seizure of the animals; establishes the pet dealer licensing fund; supersedes local laws. |
