Enacts into law major components of legislation necessary to implement the state public protection and general government budget for the 2024-2025 state fiscal year; relates to suspending the transfer of monies into the emergency services revolving loan fund from the public safety communications account (Part E); extends provisions of law relating to the powers of the chairman and members of the state liquor authority (Part J); extends provisions relating to liquidator's permits and temporary retail permits (Part K); requires employers to provide employees with sick leave benefits for prenatal care (Part M); increases short-term disability benefits beginning January 1, 2025 (Part N); waives the withholding of five days of salary on the first five payment dates for certain newly hired state employees (Part Q); relates to county-wide shared services panels (Part U); provides for increases in bonds issued by the New York city transitional finance authority (Part V); relates to reforming the local government efficiency grant program (Part W); provides for the administration of certain funds and accounts related to the 2024-2025 budget; authorizes certain payments and transfers; establishes the Medicaid investment fund; extends certain provisions of law; authorizes the issuance of certain bonds and notes; includes assets that provide a long-term interest in land in the definition of fixed assets; provides for the issuance of personal income tax revenue anticipation notes (Part X); requires the office of the Manhattan district attorney to continue to annually remit forty million dollars of future state sanctioned deferred prosecution agreement funds (Part Z); establishes a twenty year retirement plan for forest rangers and police officers in the department of environmental conservation, regional state park police, and university police officers (Part AA); provides for the pension benefits for first grade police officers of the city of New York who have served for 25 or 30 years (Part BB); restores 20 year service retirement for New York city police officers (Part CC); extends certain provisions relating to the operation and administration of the legislature (Part DD); authorizes certain transferring employees to be eligible to enroll in the New York state employees' retirement system or the New York state teachers' retirement system without a break in continuous employment (Part EE); relates to the provision of broadband services in unserved and underserved locations (Part FF). |
