Provides for the adjustment of stipends of incumbents of positions in the state university graduate student negotiating unit by increasing them by three percent and then by three and one half percent; sets a minimum stipend; creates a doctoral program recruitment and retention fund; creates an employee assistance program; creates a professional development committee; relates to implement agreements between the state and an employee organization; makes an appropriation.
