| Requires the commissioner of labor, in conjunction and in collaboration with the office for new Americans, to establish criteria for English language courses and programs which upon successful completion shall lead to the issuance of a basic or an advanced certificate of English language acquisition completion; requires such a certificate to be offered to any immigrant who successfully completes an approved course, program or level of such course or program as determined by the commissioner of labor. |
