TITLE OF BILL: An act to amend part AAA of chapter 59 of the laws of
2017 amending the vehicle and traffic law and other laws relating to the
regulation of transportation network company services and establishing
the New York State TNC Accessibility Task Force and the New York state
transportation network company review board, in relation to the effec-
tiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
Accelerates the effective date of part AAA of Chapter 59 of the Laws of
2017 by ten days to allow ride sharing over the Fourth of July weekend.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends section 26 of part AAA of Chapter 59 of the Laws of
2017 to change the effective date from the ninetieth day to the eight-
ieth day after it shall have become law.
Section 2: Contains the effective date.
 
JUSTIFICATION:
Currently par: AAA of Chapter 59 of the Laws of 2017, which relates to
ridesharing, will become effective shortly after the long Fourth of July
weekend. The celebration of the founding of our nation is frequently
accompanied by consumption of alcoholic beverages, and unfortunately,
every year we read about accidents and deaths caused by motorists who
choose to drive after they have consumed too much alcohol. Some, and
perhaps many, of these drivers would choose to use ridesharing to get
home if they had a chance. This bill is a common sense measure to make
our roadways safer and save lives.

EFFECTIVE DATE:
This act shall take effect immediately.
