Assemblymember Rivera Appointed Chair of Administrative Regulations Review Commission

Commission oversees state agency rulemaking and regulatory activity, dictates how state agencies carry out mandates

Albany, NY – Assemblymember Jon D. Rivera announced today his appointment as Chair of the New York State Assembly’s Administrative Regulations Review Commission (ARRC), a bipartisan watchdog tasked with overseeing state agency rules and regulatory activities.

First elected to the NYS Assembly in 2021, Rivera also serves as the Subcommittee Chair of Regional Tourism Development.

The Commission’s vital role ensures that regulations are not only legal and effective but also serve the best interests of New Yorkers from all walks of life. The ARRC monitors regulations that carry the force of law, dictating how state agencies carry out their mandates. These regulations affect small businesses, workers, families, and communities across the state.

The Commission also ensures that rulemaking is done transparently, includes stakeholder consultation, and allows for robust public comment. When regulations are implemented unfairly or without sufficient input, the ARRC acts to hold agencies accountable.

Rivera’s appointment comes at a pivotal time for New York State. With significant federal regulatory shifts anticipated under a second Trump administration, the importance of the ARRC’s oversight cannot be understated.

Federal decisions on environmental policies, labor protections, healthcare regulations, and other critical areas could have far-reaching implications for New Yorkers. The ARRC will play a key role in ensuring that state agencies respond effectively to these challenges and protect the interests of New York’s residents.

Agency rulemaking activities – proposed, adopted and emergency – are reported in the New York State Register, which is available on the NYS Department of State’s website at http://www.dos.ny.gov/info/register.htm and in many public libraries.

Assemblymember Jon D. Rivera said, “I want to wholeheartedly thank Assembly Speaker Carl Heastie for this appointment, and I’m determined to ensure that state agency rules are developed rationally and transparently. State agency operations should always serve the public interest, and I am confident that with the backing of my hardworking colleagues, we will work collaboratively to determine the best regulation processes for our state and for the residents who call New York home.”
