Assemblywoman Amy Paulin Applauds Budget Provisions Cracking Down on Ghost Guns
SFY 2026-27 enacted budget prohibits the manufacture of untraceable firearms and distribution of digital printing instructions
Albany, NY – Assemblywoman Amy Paulin (D–Westchester) is highlighting new provisions in the SFY 2026-27 Enacted Budget that take direct aim at the growing threat of 3D-printed ghost guns. The measures, which Paulin advocated and voted for, prohibit the manufacturing of untraceable firearms using 3D printers and ban the sale and distribution of digital files used to produce them.
The prevalence of ghost guns has surged in New York in recent years, with seizures by the NYPD jumping more than twentyfold between 2018 and 2022.
“Ghost guns are a real and growing danger,” said Assemblywoman Paulin. “For too long, there has been nothing to stop someone from printing one at home and using it. New York has always led on public safety, and this is another step towards making sure that firearms aren’t available to anyone with a 3D printer and an internet connection.”
The law prohibits the use of 3D printers to manufacture ghost guns, silencers, high-capacity magazines, and other firearm components. The sale and distribution of instructions for how to make these guns is also prohibited. It also directs a state working group to evaluate whether blocking technology can be built into 3D printers sold in New York State to prevent them from producing firearms altogether.
